"Council Skies" was recorded at Noel's own Lone Star Sound Recording Studios in London, with the album's lushly orchestrated strings recorded at the legendary Abbey Road Studios. The album was produced by Noel along with his long-time collaborator Paul "Strangeboy" Stacey. Johnny Marr is also featured on three tracks, including the single "Pretty Boy". The title "Council Skies" comes from a book by the renowned Northern illustrator and friend of Noel's, the artist Pete McKee. It addresses themes of youthful longing and unbridled ambition.
